Did Mitch Daniels Endorse a Form of an Individual Mandate in 2003?

During his 2003 run for governor, an Indiana newspaper reported that Mitch Daniels supported a form of an individual health insurance mandate.

An item in the South Bend Tribune from October, 23, 2003, on a campaign stop Daniels made to a health clinic, reported:

The candidate said he favors a universal health care system that would move away from employee-based health policies and make it mandatory for all Americans to have health insurance.

Daniels envisioned one scenario in which residents could certify their coverage when paying income taxes and receive a tax exemption that would cover the cost.

“We really have to have universal coverage,” Daniels said.

Under his plan, Daniels said, the nation could get away from the inefficient and unfair way in which health care is provided to those who are uninsured, many of whom end up in emergency rooms or “at clinics like this one.”

This man may have straightened out things in Indiana, but in DC he will become one of "them," bow to the real power in the wings and fleece the people. We may have to burn down the town to get all the bedbugs out, they are well entrenched and the real problem. There it is called "K street."

There aren't any individuals who would oppose or would run against Obama that has enough backbone of a Ronald Reagan. We need an individual of his likeness.

We do have one…Herman Cain…a staunch conservative, and I'm hopeful Constitutionalist!! GOP don't like him, because he's not the "Old boy network"!! Then they don't like the Constitution either!!!

we don't need another reagan that gives all illegal aliens amnesty as he did while in office.we need a president who sends them all back and closes the borders with force to insure no more cross the borders without being challenged

i do agree that we need a strong president

Its the 'system'. We are deceived into believing that we have freedom of choice, not realizing that the choices are chosen for us. We are being hearded into one direction. Our choices are bad and worse.

Daniels has NO Chance of even taking his home state where he has done a decent job….Unless, he does something about the recent 4th amendment ruling! The Indiana Supreme Court ruled that you have no right to bar entrance of your home to law enforcement!! http://kjv-truth-ministries.org/?p=100

This is what happens when you try to please all the people all of the time. Daniels gives a speech in front of a health clinic and all of a sudden he favors universal health coverage and an individual mandate. If this is true, he certainly won't get my vote.

Unfortunately for Newt Gengrich, he can't keep his foot out of his mouth either. One minute he is for a mandate that everyone must buy insurance, but then insists he never said it. Too bad everyone else heard him say it. Then he accuses Paul Ryan of "right wing social engineering" when it comes to Medicare and Medicaid, then he insists he would vote for the Ryan's budget. I don't believe that Newt is going to be able to talk his way out of this.

Mitt Romney is stuck wearing "Romney-care" around his neck like an albatross and stubbornly refuses to remove it. He would be in a perfect position to say "Look, we tried universal health care in Massachusetts. I thought it was a good idea and that it would work. I was wrong: it doesn't work and here's why." But instead of saying that, he's engaging in a lot of double speak saying that he's against national mandated health care, but in favor of mandated state health care.

If this sort of thing keeps up, we won't need a Republican primary.

It is hard to see any difference between the two parties any more….what truly scares me is that the "devil-woman" Hillary Clinton will run in 2012 and can be the one that could beat him…BUT, she is more communist than most know….In fact, Obama only followed her health care plan that failed while Bill was our president….read about their unlawful actions during that time on the Judicial Watch…They are nothing but gangsters.

I'll look at what Daniel's has done, not what one paper reports he said. I see a lot of people posting links here, which are all to the same story, the same paper. He did implement HSAs in IN. Further, as far as his putting social issues on hold, I won't blame him for being effective. He got major job creating/deficit reducing legislation through without a WI style blowup. He could have gotten further if it weren't for legislative leaders who insisted on grandstanding and costing IN further progress. I have yet to see him do anything that pushes me away. I refuse to push against him for not accomplishing everything immediately. His first month he did away with public employees unions, a good start.

Yes, RocketDan, I need to see him for myself and I want to hear him in the debates. I've heard his praises on economic issues and I 've heard that his voting record is conservative. Those are good signs. We need these newest candidates to be seen………….I want to see his persona and his oratory skills…………

Uh-Oh! This guy is not a true Conservative if he once pushed Universal Health Care with a Mandate. I was hopeful that he might turn out to be THE ONE, but I think not. Back to the drawing board.
